Delaware County's Chester Upland School District, under state supervision
for 16 of the last 18 years, is heading there again, with passage of
distressed-schools legislation that will bring in a state-appointed official to
devise a recovery plan for the district.

The Chester
Upland School District has reached a tentative agreement to settle a pair of
lawsuits filed against the Pennsylvania Department of Education.
The settlement calls for the state to relieve Chester Upland of millions of dollars it owes and provide an additional $9.7 million in funding for the 2012-13 school year, according to Michael Churchill, an attorney with the Public Interest Law Center of Philadelphia, which represented a group of Chester Upland parents and students in the lawsuit.
