Chester Upland is now under receivership


Delaware County Court of Common Pleas Judge Chad F. Kenney placed Chester Upland under receivership for the next three years. Current CFO Joseph Watkins was appointed receiver for the district. “The decision removes much of the power authorized to the elected school board.” Mr. Watkins says the first order of business is to find a great superintendent who will commit to a long term contract.

Watkins plan is to regain students the district lost from charter schools and to close schools in the district laying off teachers. Sounds like a recipe for overcrowded classrooms. If the intention is to make AYP (Adequate Yearly Progress), an overcrowded classroom is the wrong ingredient. Based on experience, smaller classrooms tend to be more successful.
